Job Vacancy For Procurement Manager

A reputable company invites applications from suitably qualified candidates to fill the position: Procurement Manager


Purpose

• To plan, manage and coordinate all procurement and contract management activities of the company in accordance with the Public Procurement Act, applicable regulations and the company's procurement policies. The Procurement Manager ensures value for money, transparency, fairness, accountability and efficiency in the acquisition of goods, works and services while supporting the company's strategic and operational objectives


Key Responsibilities

• Prepare and coordinate the company's annual procurement plan

• Consolidate departmental procurement requirements and ensure alignment with he approved budget

• Monitor implementation of the procurement plan and recommend revisions where necessary

• Provide procurement advice to management and user departments

• Manage the procurement of goods, works and consultancy services in accordance with applicable procurement laws and company policies

• Select the appropriate procurement methods and prepare procurement schedules

• Coordinate tendering, bidding, evaluation, negotiation and contract award processes.

• Ensure all procurement activities are conducted fairly, transparently and competitively

• Maintain complete procurement records and documentation

• Prepare and administer procurement contracts

• Monitor supplier performance and contract compliance

• Ensure timely renewal, amendment or termination of contracts where necessary

• Resolve contractual issues and disputes in consultation with the Legal Department

• Develop and maintain a reliable supplier database

• Conduct supplier due diligence and performance evaluations

• Promote supplier development and maintain positive business relationships

• Ensure suppliers meet quality, cost, delivery and compliance requirements

• Ensure compliance with the Public Procurement Act, Regulations and company policies

• Serve as Secretary to the entity tender committee, where applicable

• Prepare procurement reports for management, the board and regulatory authorities

• Coordinate procurement audits and implement audit recommendations

• Ensure procurement records are maintained in accordance with statutory requirements

• Work closely with stores and user departments to maintain optimal inventory levels

• Monitor stock replenishment and procurement lead times

• Participate in asset verification and disposal processes

• Perform any other duties assigned by management


Qualification Required & Experience

• Bachelor's Degree in Procurement and Supply Chain Management, Purchasing and Supply, Logistics, Business Administration or a related discipline

• A Master's degree in Procurement, Supply Chain Management, Business Administration or a related field is an added advantage


Professional Qualification

• Membership of the Chartered Institute of Procurement & Supply (CIPS), Ghana Institute of Procurement and Supply (GIPS), or an equivalent recognized professional body

• Certification on Public Procurement is an advantage


Experience

• Minimum of 10 years of relevant procurement experience, with at least 4 years in a managerial or supervisory role

• Experience within a state-owned enterprise or the public sector is highly desirable
